Summary (a quick, 2-3 sentence summary):
In the current rules it is impossible to use the Powerloader for much more than loading and unloading the Cargo Shuttle. The primary issue with that, is it makes supplying marines on the Prison a logistical nightmare as you have to manually move each crate by hand one at a time. Allowing the Powerloader to move crates up and down the stairs multiple crates at a time was a godsend before the relatively recent rules change. Another issue is the loading and unloading of the Cargo Shuttle with the powerloader isn't even that much more efficient than by hand due to the mechanics involved, and honestly with a lot of crates it might even be faster to do by hand.
Benefits (How this will benefit the server and game as a whole):
Lets the RO/CT move crates to the Rasputin and Droppod for supplying marines on the Prison or if they run out of beacons in a way that doesn't make you hate everything. Lets marines not have to wait 15minutes for Cargo to load up the Rasputin.

As long as its not used for combat, I've had no issue using it to cart crates to the shuttle.

I can see a lot of ways people will abuse this.
But people will always find ways to abuse things, because we're horrible.

+1, but also some related comments.
The loader was supposed to be used in mining, originally, and it was really adept at that purpose. Using it as a power loader is actually not that useful, unless you can't move crates without it or something, which isn't the case. Right now the loader just sits around RO, and it is far easier and faster to take crates to the shuttle unless you have a lot of them. I'm honestly not sure what the purpose of it even is anymore.
I really want to see it reworked to be functional for some purpose, give it a reason to be in cargo in the first place.

I've seen people do it before and nothing was done so I assume it's fine as is?

There is no rule to disallow you to unload crates inside the shuttle. That is the purpose of that loader.
