Bring back motion scanners

Benefits (How this will benefit the server and game as a whole): That motion scanner in Nostromo was fun and can entertain new players to cm

Details (Description of how you think this would work, the benefits, etc):Squad leaders used to have motion scammers which I don't remember if it worked or not but it was in the sega game too so when you're in that dark place you will scan and find those aliens who run at the near end. And it should spawn for survivors too as scientist would obviously wanna test if living creatures like aliens would be detected. Pretty much aliens win in their defence and so do marines. Aliens can see through walls if there is living creatures. Humans can use their tech and do the same. It should make noises if unknown creatures (including Survivors) are near 10 tiles away from.

Implementation (Optional, if you have an idea how to implement it):I believe we had it in the old server so bring it back.
