Benefits (How this will benefit the server and game as a whole): It would help out in low-pop rounds where there are SLs and an RO/CT but no Bridge Officers. It would also give Requisitions a more active hand in managing supply drops.
Details (Description of how you think this would work, the benefits, etc):
This system involves adding some functions to the existing overwatch console as well as adding a new console to console bay and giving the RO a new duty. I've detailed them all below:
Overwatch Console
The Overwatch Console can no launch supply drops, the supply tab the beacon information and launch button will be gone, and there will be two new buttons: "New Order" and "Cancel Order". The "New Order" button will open up a text box which will allow the BO to enter the SL's request. Upon hitting the "Submit Order" button, the full order text will be sent to the RO's new console.
New Supply Drop Console
Located next to the Supply pads, this console's main screen would have the four squads listed as buttons. Clicking one would reveal a tab that would have several buttons: "View Order", "Load Carepackage", and "Launch Carepackage". Below these buttons would be several status displays: "Tubes Status" (Resetting/Ready), "Beacon Status" (Inactive/Transmitting), and "Carepackage Status" (Unloaded, Loaded, Sealed). This console would give the RO/CT all of the logistical information he/she needs to fill and send a carepackage to deployed marines. In addition to the console, there would be new machinery in place that automatically loads special (sprited to look like orbitally dropped) carepackages directly onto the launchpads. The RO/CT would have to seal by clicking on them before they could be launched.
I understand this idea may be hard to vocalize, so I included a scenario below:
1. Alpha Squad Leader requests supplies
2a. If there is a BO serving as overwatch

4. After the carepackage is fully loaded, the RO/CT clicks on the carepackage to seal it.
5. After confirming that the tubes are reset, the beacon is transmitting and the pod is sealed, the RO hits the "Launch Carepackage" Button and the shipment is sent to the marines.
This makes perfect sense in my head, but if anyone doesn't understand it feel free to ask questions and I'll try to clarify.
Implementation (Optional, if you have an idea how to implement it):
Add a console and machinery to Req, coding magic, and adding an Orbital Carepackage sprite.
