Summary (a quick, 2-3 sentence summary):some people love it, some people hate it, some people abuse it, is it greif, or is it a harmless toy to mess with at round start, discuss below. at the moment it's so open to interpration no matter the situation that this usually ic issue can become an admin issue, this may resolve said issue.
Benefits (How this will benefit the server and game as a whole):makes somthing less open to interpratation
Details (Description of how you think this would work, the benefits, etc):clarify this in rules or rp guidelines
Implementation (Optional, if you have an idea how to implement it):augment rules/guidelines by clarification
at round start many marines like to mess about by slipping each other and their friends with soap or other methods, some admins are fine with and ignore it as long as it's not being abused to steal peoples stuff or trap people in stun by using grab and pull, others are merciless against the use of it even if it's used on consenting parties and not abused to shit.

Rule 1: Don't be a Dick. - "Dickish" and "Asshole" behavior will not be tolerated. If you're pissing someone off, your probably going to get spoken too. Punishment is up to the staff member and maybe be anything from a warning to a 10-day ban depending on the severity. This includes LOOC and OOC racism.
Definition of grief included in our rules: "Defined as the perceived intent of one player wanting to cause grief or annoyance to other players or to the server without any roleplay reason. The emphasis is on "intent". If an admin or mod believes that the players intent is to grief then action will be taken. You can appeal these actions, on the Ban Appeals forum. Any damage to the station or players caused by griefing can be repaired at an Admin's discretion."
Under powergaming it specifically list slipping people on soap.

Re: clarify soap in rules
It falls under Rule 1. It's something that might be acceptable to do to a friend as a joke, but if you start tripping random people for no discernible reason that becomes an issue of grief/harassment. It's less about the soap itself and more about you being a proper dick to your fellow teammates for no discernible reason.
As for you, can't say you weren't without warning.
Please correct your behavior in the future.

Re: clarify soap in rules
You should be perfectly clear on the use of soap as you have been contacted about it three times now according to your notes. This suggestion is unnecessary.
