Hover pod and power loader move too quickly on low health

Bug Description:
When the powerloader from cargo or the hover pod from secure storage gets damaged enough you lose the ability to steer it. This seems to have an unintended side effect of it being able to move very quickly.

Steps to reproduce:
1. Damage power loader or hover pod until a system I forgot the name of is destroyed
2. Hold down a movement key
3. Watch the mech move at super speed

I believe that is intentional, as the mech is pretty much about to asplode.

An admin told me to stop glitching it when I was in a pod it was happening to.

Yea I seen this happen to both power loaders and hover pods before. Funny thing was this helped us in a pinch once, as it zipped around faster than the ravager can catch up, and we managed to successfully escape by juking it and doubling back around a dome. =P
