Survivors spawn without an ID

Bug Description: Survivors spawn without an ID. This could be intentional, but then it wouldn't explain why all the corpses (except PMC) in the caves have IDs.
Related to this, it would be neat if the IDs found on the planet actually gave access to certain areas. I was surprised when the Corporate Stooge ID didn't even open the doors to the dome it was in.

Steps to reproduce:
1. Spawn as a survivor.
2. Wonder where your ID is.
3. Assume the identity of a dead NPC with an ID
4. Wonder why his ID doesn't have any access.

Ask who? And if it is intended I think the rest of the bodies on the planet need their IDs removed.

And it's also a pretty annoying one as you can't even leave the internal affairs dome without breaking windows, making me wonder how a survivor got there in the first place.

The survivor probably followed the corperate guy i- Oh wait. He doesn't have access.

I admit its weird the bodies have IDs with no access on them, but I imagine its a side effect of the spawning and naming procsess. Anyone who has a medical HUD will tell you those bodies are alive, even while they have no pulse. Its a slightly broken system, but I imagine its the best way to spawn them.

I won't touch this for now, but we will thing about what to do with survivor IDs, as they need some fixing to do due to autocanons and some other projectiles.
