Re-doing the Admin noise

Summary (a quick, 2-3 sentence summary):
Replacing the Admin noise with something more impressive
Benefits (How this will benefit the server and game as a whole):
Allow the admin pm's to be heard over the noise of battle, it can get very loud, and deterring players from breaking rules
Details (Description of how you think this would work, the benefits, etc):
Allow the Admin's to be hear when several xeno a marine and a nade go off almost destroying your speakers with alien screams
Implementation (Optional, if you have an idea how to implement it):
Replace the sound file I guess
