Negative Powerpack Ammo

Bug Description: Reloading a smart gun low enough on ammo can get the powerpack into the negatives. Reloading again doesn't work though, as it should.

Steps to reproduce:
1. Be low on ammo.
2. Reload smartgun.
3. Negative ammo.
