Bug Description: When you point blank something you it takes 2 seconds before you can fire again, with fast firing weapons like the smartgun it fucks them over royally.
Steps to reproduce:
1. Use any fast firing weapon
2. Point blank something
3. Wait 2 years in between each shot

I've noticed this too. Pointblanking seems to be related to clicking mobs, not how fast the weapon fires.

I fixed this, sort of. I rewrote point blanking to actually work properly, and as a consequence all of your damage bonuses and so forth will now apply. The downside is that clicking on mobs has a cooldown or something like that, that has nothing to do with the gun code. I'm going to leave the delay as is, and I think more damage and a guaranteed hit more than make up for it.
