Bug Description:

When the standard welding tool runs on empty its size seems to increase such that it cannot be fit into a toolbelt. When you refill it and light it, its size revers to normal.

Steps to reproduce:
1. Empty a welder
2. Try to fit it in your toolbelt.
3. Fail
4. Refill it.
5. Light it.
6. Delight as you can fit it into your toolbelt again.
