Summary (a quick, 2-3 sentence summary): More OR's for faster surgery operations on Crit patients.
Benefits (How this will benefit the server and game as a whole): Marines will not die as much in medbay and Doctors would be able to handle more heat. Usually marine that is in Crit doesnt live long enough to see return to the colony so this would allow them to survive, re gear and re deploy.
Details (Description of how you think this would work, the benefits, etc): Stated previously.
Implementation (Optional, if you have an idea how to implement it): 1-2 OR's on Sulaco Medbay.

There are currently 3 OR's, 2 of which have tools. If you're smart about it, 2 docs can do 2 surgeries in the same room, with the same tools. That's a total of SIX surgeries at once. Personally, I'd add more doctor slots instead.

Just give us surgery tools in the hangar-bay and we're golden, then we don't even waste points.

-1 only because if there are more OR's, you need more Doctor slots. So unless more Doctor slots are added, my opinion is negative.
P.S. I do often play as a Doctor and do admit that having more ORs is would be nice but we often either don't have a full staff or we are having someone further stabilize patients in the general Medbay/lobby and/or running cloning.

-1 on OR's. I enjoy playing doc for many reasons. When I play, I experience the lack of doctors is more major than the OR numbers. Two ORs are perfect because the rest of the docs can provide first aid and medicine that may even prevent the needs of surgery.
There was one time when I was the only doc (others were either SSD or fucking off) doing surgeries and one medic handling the lobby area. There was a shit ton of wounded but somehow the medic and I had great chemistry and we got people healed up to get back to the battle.
So a BIG +1 for more doc slots.

You can already do more surgeries (albeit risker) with roller bed's, just drag them into surgery and have a doctor fix like 4 marines, and if is he good enough, he can get those 4 marines up in at least 5 or so minutes (or less)

More doctor slots would be awesome, but I wonder if that would already happen with the upcoming sulacomap/medical change. Well, just in case, my +1 to more ORs, more docs, more tools.

I guess it depends on who you ask since fact is, these rules (1,6,10,11) are all vague and can easily be interpreted in several different ways and it will always come down to a case to case basis, which is sort of good but also pretty shitty since you run into situations where you try figure out mod's and admin's thresholds to such rules. For instance, emitters facing ladders during xeno boarding, suicide (hell that really came up recently, when that incident with Xur occurred and RR), and etc. So again I seen it enforced the way I said it had and I have seen it not enforced several instances. So yeah its all just a big guessing game, honestly I would love a huge compendium of example situations and how they should be acted upon with such things, so such examples are set in stone, being overridden by rule 0, where the person who enforced Rule 0 has to face consequences with such actions since right now with the vagueness its really up to the person taking up this bwoink. Nothing against the mods (who are doing awesome) but their job is enforce the rules while the admins and higher ups should be the one interpreting the rules, of course I do remember that they do have slack but since I'm not on the staff team, I can't say if its used for such cases, I assume so but this might be for someone else to say.
