This would mean there will be less crying when someone picks a t3 or t2 the queen didn't want and gives the queen more control.

Details (Description of how you think this would work, the benefits, etc):
Let the queen have a verb that make it so that evolutions require her approval. Of course, things should remain the same as they are now if she doesn't use this verb. Just make it so that the queen can instead of having the "everyone can evolve" have a screen pop-up whenever someone wants to evolve, which allows her to accept, deny it for now or deny it forever.

Implementation (Optional, if you have an idea how to implement it):
Put a new verb in the Queen's tab that toggles this.
