Summary (a quick, 2-3 sentence summary): Make AP rounds only available to squad leaders and specialists.
Benefits (How this will benefit the server and game as a whole): Ever since AP was introduced, assholes who went from vendor to vendor to get only AP rounds just shoot literally everyone in their squad and break every bone in their body, rendering them useless for a large time period of the round. By taking the AP away it would surprisingly give the marines a much needed buff.
Details (Description of how you think this would work, the benefits, etc): ???
Implementation (Optional, if you have an idea how to implement it): Remove AP from general vendors, add them to specialist and SL vendors.

I agree in making AP a specialist or SL perk. Maybe something the RO can give out. It would be something like the automatic enabler key for m14s given to leads way back when in the US Army, the squad lead would enable automatic firing only on the marines he trusted with it because it could often run them dry of ammo or be no better than single shot. It would encourage teamwork and communication. So +1.
