Bug Description: What it says on the tin. A greytider started a crew transfer vote this round.
Steps to reproduce:
1. Put "Vote" instead of say
2. Select crew transfer
3. Observe
Crew Transfer votes are enabled.

I have seen this happen once or twice in the past few weeks as a way to gtfo when the Aliens are attacking.

it's enabled when no staff is on and the marines are outnumbered.
