NV goggles

Summary (a quick, 2-3 sentence summary): Give SL's NV goggles inplace of binoculars , also make them oderable from the RO.

Benefits (How this will benefit the server and game as a whole): Means that late game marines will gain a small advantage as they begin running out of flares ,Same for SL's

Details (Description of how you think this would work, the benefits, etc): Basically the IR goggles that the smartgunner gets but with a shorter range (only shows tiles in a 4 tile radius) and they show green , they mean that marines don't need flares for close range combat and they give marines a slight upper hand later in the round.

Implementation (Optional, if you have an idea how to implement it): Copy smartgunner code , add in some range fluff.
