Ice map balance: Reduce starting monkey amount

Summary (a quick, 2-3 sentence summary): The ice map currently starts with way too many monkeys to produce larva. Like twenty of them at least, probably more since I haven't counted. Thing is, like earlier today the marines assaulted the hive and killed a bunch of aliens before having to retreat. 30 minutes later there were still braindead larva ready to host a player left over. By the time we had the surface and were going up to the Sulaco, there were /still/ larva waiting to be played.

Benefits (How this will benefit the server and game as a whole): Ice map is currently really biased to xenos, and this is coming from someone who almost never plays on the marine side, and mostly plays xenos himself. Removing maybe 25% of the monkeys starting on the ice map and seeing where that would take the rounds could be a nice start.

Details (Description of how you think this would work, the benefits, etc): Remove monkeys, potentially achieve balance?

The actual amount is comparable to the planet level. The only difference is that the monkeys all start out relatively close to the aliens, allowing them to grab them quicker, which usually means more larva.

I think it would be a big quality of life change if starting larvae were uncapped but the number of monkeys was reduced. (After the current maximum only xeno pref with marine roles never would be taken)

This would mean that xeno players could reliably join at roundstart, but a hive that gets rocked early instead of infecting successfully would struggle, as they should.
