Sacks stop working after reaching max spread distance

Bug Description:
The purple sacs placed by xenos spread weeds in a 4 tile radius. Before they reach said radius they are 'active' and continue spreading weeds. If they reach an obstacle and said obstacle is removed before the sac reaches max growth, the weed will be placed anyway. If the sac hasn't reached max growth and one of the weed tiles within the radius is destroyed, it will be replaced. But as soon as the sac has reached max growth this stops working all together. Lost weeds don't get replaced, and cleared tiles which previously couldn't but now can harbor weeds will not be covered in weeds.

Steps to reproduce:
1. Place sac near obstacles
2. Wait until sac stops growing
3. Remove obstacle, notice no growth.

Noticed this every round. They said it was fixed. It wasn't

Is that what supposed to happen? that makes alot more sense now.

Yes. It's not meant to grow back.

If it was, it would almost constantly have to check every tile for an obstruction, which would, in turn, cause mega-uber-server-rip lag
