Ice Planet Armory Can't Be Opened

Bug Description:
There's no way to get in underground armory. Even if you managed to open shutter with a crowbar when power is offline (for example, aliens took down apc) - there're still 2 blocked tiles under it.

Steps to reproduce:
1. Find armory door.
2. Nothing to put c-4 on as well as no hidden buttons anywhere.
3. Look how larva inside makes its way to ancient empress and 50 marines that can't finish her for 2 hours.
