Make APC terminals unmeltable

Summary (a quick, 2-3 sentence summary):
Topic.

Benefits (How this will benefit the server and game as a whole):
Will prevent usual situations when staff has to search up for meta-aliens in investigation menu or logs.

Details (Description of how you think this would work, the benefits, etc):
APCs (and cables) are already unmeltable, so just make their terminals unmeltable as well. Win/win.

Implementation (Optional, if you have an idea how to implement it):
Change 1 var.

Bump, cause it's important. Not hard to fix in-game, but generally makes whole apcs-are-unmeltable thing useless.

Eeh... I guess now that the "APC's are un-slashable" bug has been fixed, you can go ahead, but honestly, it's an easy fix, and there's only one exposed APC terminal on the map (the tcomms one), and repairing an acided APC takes 30-45 seconds. I wrote the guide on doing so.

Replacing a melted APC is MUCH harder than replacing an APC terminal. To replace an APC, you need metal, wire, a power control board, and a cell, but fixing a terminal just takes wires.

8 out of 10 engineers can't even replace a cell, the hell are you talking about?

Personally, I'm all in for not allowing terminal melt. Otherwise it becomes something like "Since I can destroy terminals with acid, why can't I slash or melt wires?" "If I can melt or slash wires, why can't I melt the APC?".

Just kidding (Although not completely), but I'm still somewhat leaning to support this suggestion. It's pretty mean to melt terminals and I've actually done it before as a stealth drone, destroying the SULACO's entire power network by removing the engineers and SMEs terminal in engineering.
CM was obviously inspired by Starcraft: Ghost opening. At least when marines takes too long to deploy.

I believe we're leaving that in for now; it's not really that hard to fix.
