USCM Cap examine text is wrong

Bug Description:
When you examine the USCM Cap. It says:
A casual cap occasionally worn by Squad-leaders and Combat-Engineers. While it has limited combat functionality, some prefer to wear it over the standard issue helmet.

You can't wear it over a helmet.

I think 'over' refers to "instead of", not actually overtop.

I think the text just means preferring the cap over the helmet, not literally wearing it over.

Not sure why this was deleted. The very presence of confusion means that it can be made more clear. Thus, it is a legit bug.
