Summary (a quick, 2-3 sentence summary):
Newer players often hid behind the "I didn't know" clause when it comes to rule enforcement. This concept would force all first time joiner's screens to automatically display the rules, they would then have to exit out of the rules to continue on to the game.
Benefits (How this will benefit the server and game as a whole):
This idea has dual functions: the first function would address actual players who just never saw the rules, while this is no excuse, as you should always read the rules before playing on a server, this could potentially lower the amount of rule-breaks due to ignorance; the other function is that this would allow staff to pursue rule-breakers with more /vengeance/, as the commonly used "I didn't know" excuse would be all that less effective since the server would FORCE you to at least willingly NOT read the rules.
Details (Description of how you think this would work, the benefits, etc):
The server would recognize a player with an age of zero days, and force the rule book open the same way an administrator can use the verb, "Force-rules". Everything else has already been stated.

Going to say -1 since really this isn't solving anything. This is basically be like a EULA (way shorter than one but yeah...) and yes those are law binding articles but fact is a very small minority even reads those, people either just accept it when it opens or they are forced to scroll to the bottom then accept it. People will always be lazy and currently there is rule 0.1 which is

I'm heavely against any program that automatically opens a browser for me. If I see a program do it I generally uninstall it and run a scan since it's most often a pirating technique for people to use (And shit like that)...
Also, other way to work with this would be to make a pop-up with "Read the rules, here's a link (Mendatory to know rules)" right into the screen with a yes/no.
