Xeno End Timer

Summary (a quick, 2-3 sentence summary): Currently, it's up to the admins to decide to end a round "early" if they see it's not going anywhere. This tends to happen when there are a few non-drone aliens remaining that are just stalling. I suggest that when there is no Queen a timer starts, the aliens having 20 minutes to get a new one. If during that period there is no new Queen, the hive's eventual death by way of bombardment is set in stone (that is to say, ICly the Marines will have contained the infestation to the point it cannot recover).

Benefits (How this will benefit the server and game as a whole):
Have two or three Xenos running around that have little to no chance of winning just stalling is fun for absolutely no one. This would still give them a chance to turn the tide, but would force them to be a bit more aggressive and speed things along.

I lost count how many times this was suggested in that thread about stalling of aliens.

+1 but the timer should start when the hive is ready to evolve one.

Honestly, what I think might be the best is if there's a timer that never resets and continues counting down from a Queen's death so the Xenos don't just have infinite Queens. If the timer reaches zero game over for the Xenos, unless there is a young drone. If there's an active young drone the timer should remain at zero but not end.

A timer has been implemented in case of the Queen's death and the lack of another Queen after a certain time.
