Icons for abilities to tell when off cooldown

Summary (a quick, 2-3 sentence summary): Add icons to the screen that indicate whether a ability is available or on cooldown.

Benefits (How this will benefit the server and game as a whole): Makes it easier to tell when abilities are off cooldown. It is often difficult to tell when in a battle and the text is flying by so this will eliminate a lot of confusion.

Details (Description of how you think this would work, the benefits, etc): It could just be a icon that is there or not indicating if you can use it. It could potentially also be used to actually activate the ability. An icon probably isn't necessary for things like spit but should really exist for things like the queen's screech and crusher's stomp.

Implementation (Optional, if you have an idea how to implement it): I have seen things like this on other servers so I assume it is possible. I am just not sure how difficult it would be to implement.
