PMC ERT members can't handle their own stun batons

Bug Description: The stun batons that the PMCs start with don't recognize them as proper users and stun them if you try to remove them or use them.

Steps to reproduce:
1. Spawn as a PMC with a stunbaton (Officer, ect)
2. Try to take the stun baton off your belt slot.
3. Get stunned and fall on your face like a doofus.

if they loose the batons,can they finally get a belt with ammo and not 2 mere mags

Heh, I laughed when I read this.

Might want to fix Merc ERT batons too or just make it so that they don't affect antags but would be questionable against survivors.
