Allow marines to clean their rifles

Summary (a quick, 2-3 sentence summary):
Allow marines to clean their rifles for a very small boost to accuracy for the first magazine (41 rounds for an M41A and 9 rounds for the shotgun). Half of a red dot bonus would be preferable.

Benefits (How this will benefit the server and game as a whole):
My RP and immersions. Gives the marines something to do while on the Rasp and in briefing. Also the Rifleman's creed.

Details (Description of how you think this would work, the benefits, etc):
Add a new verb into the weapons tab that is clean weapon. You can clean all weapons. When cleaning happens, the marine is immobile and it can be canceled by clicking it again similar to the 'rest' verb. Emotes are displayed every couple seconds to show progress. Getting pushed around shouldn't stop the process and stopping to cleaning process should provide a negative debuff to your weapon. When examined, the weapon should provide an indicator that this weapon has been recently serviced.

Additional: Cargo Techs should have bonus or double speed to cleaning rifles. They maintain weapons after all.

I still haven't had a rifle jam to this day. It must be like winning the lottery. I use quickfire often too.

+1 for the cleaning, not so much the accuracy boost bit. I'm just tired of carrying around grimy, red rifles after bashing in a Russian's head with it.

cleaning is like a 30 minute to hour task in real life if you do it right. This shouldnt be something people can do in 2 minutes to get a boost after every clip.
