Summary (a quick, 2-3 sentence summary): Basically fix/alter the Id system so that promotions can be carried out in the case of Rapid SSD striking all of the command staff and leaving the marines without command.

Benefits (How this will benefit the server and game as a whole): marines would always be able to have command staff.

Details (Description of how you think this would work, the benefits, etc): Pretty much the summary.

Implementation (Optional, if you have an idea how to implement it): Coding.

+1 anyway; I really hate the current ID system and how it is worked out. It'd be pretty rough to change everything, but it's still really cringey how the feature is implemented, but not usable.
