[MAJOR BUG] Xeno not spawning

Bug Description:
Currently, at 6:19~ AM -5 GMT players were experiencing a permanent restart loop with xenos not spawning due to low-pop.
Player count was around 9 players with 3 being picked but not spawning.


Steps to reproduce:
1. 19 players ready, most of which flagged xeno.
2. Ready up.
3. Get put infront of the lobby screen tile and never be spawned if picked for xeno.
CM was obviously inspired by Starcraft: Ghost opening. At least when marines takes too long to deploy.

+1 can confirm. I got put in the lobby screen box sometimes when RNG manages to pick me for Xeno, otherwise I would have been a marine. 20 over Marine Majors so far already... Marines gonna get nerfed even harder for balance now. RIP

We've tried to restart with Coro and we've been testing out various methods to fix. We even tried only having 1 person picking Xeno.

I is sad, this my morning now.

This has been resolved following the revert of a broken commit yersterday
