Allow researchers into the FoB/LZs with permission from command

Summary (a quick, 2-3 sentence summary): Allow researchers to go planetside if they obtain authorization from command and/or CMO.

Benefits (How this will benefit the server and game as a whole): Researchers run out of jobs and glass pretty fast on sulaco, this creates possibilities of field work and can provide some RP with some jarhead-egghead dynamics.

Details (Description of how you think this would work, the benefits, etc):
I'll be honest here, there is little to do for a researcher. Also, I got a warning for it recently and I have no idea when this was actually outlawed.
Think of this long term
Complex hostile creatures suddenly appearing on a hunk of rock a megacorporation could barely turn moist? That's not normal! Get a researcher on it!
Black goo, alium plants randomly occurring oh-so-precious for mankind engiship debris, the possibilities are endless.
But before we start dreaming of yet more stuff to add, let's make a simple, small concrete change to give us a base on which to build up this role.
