Bug Description: When there is no queen for more than 20 minutes, it should be automatically declared Marine Minor victory.. except its not.
Steps to reproduce:
1. Queen gets killed
2. Wait 20 minutes without drone evolving into queen
3. Nothing happens
4. Cry
