Okay. I'd like to take the time to explain my actions here about why I did what I did.
Roundstart, I spawn as a medical doctor. I claim OR3, and go about my usual round prep as MD. Part of this is loading the tools from that OR into a pair of "Surgical tools" and "Surgical Supplies" medical kits, if no one disputes my claim (No one did). I do this, along with other things, and head upstairs to medical to work on chemistry with Loether Jones. The CMO then asks where the OR3 tools are. I tell him I have them on me as part of being the one working there, and he orders me to put them back. I comply, and put the medkits back there and go about preparing for the round. The CMO then comes by and takes all of the supplies I had there, all of my prep work, and re-arranges it to roundstart and puts the supplies back.
That's no big deal, I can deal with that, but it's annoying, so I grab the tools and the supplies he had removed, and put them back and keep them on my person. About this time, he denies a request for ordering another set of surgical tools by another doctor. I head back up to chemistry, fill 2 medkits with pills, and go to toss them onto DS1 and wait for wounded. I'd have gone down, but I wasn't gonna ask for permission for something that would be instantly denied.
Some time passes. Someone orders a surgical crate and the RSR asks cargo for some metal. The CMO does NOT like this at all, and denies the medical while trying to find out who "illicitly" ordered the crate, and "stole" the tools from it. I assume at about this time, he begins calling for my arrest, but I don't have his comms, so cannot confirm.
DS1 arrives, I throw the kits onboard, grab an injured medic, and take him to medical. He yells at me through LOOC about how I'm treating him wrong, and I tell him to shut up after 4-5 comments. I heal him (broken foot, genetic damage) in OR 3, then an infected person bursts in and requests removal surgery ASAP.
I go to work in OR3, aand the CMO comes by again with a MP.
The CMO tells the MP to arrest me, I am flashed, then he says to stop until after the surgery. I have completed all steps for the removal except the final hemostat. I get up, try to continue the surgery, then he bursts. Had the CMO/MP not interfered, the marine would have lived. I am PISSED at this point. I ask if I'm under arrest, head outside, toss the surgical tools, and cuff myself. I don't run, I go in for my time.
While I'm in the brig, I tell the MP arresting me, and I believe all of medical, what I had done, why I had done it, and where to find the tools I had thrown away. I get probably a full PAGE of insults from the CMO over this. At this point, enough is enough, and I ahelp.
Prob best to just post logs of that ahelp conversation, but by the end, I stated my intent to kill if this continued, was told to handle it IC, and that staff intervention was not warranted. I left security, recovered the tools that no one else had gone for, and headed BACK to medical, reviving a dead marine along the way. I'm planning on avoiding the CMO as much as possible, as he's made it a point to seek me out this entire round, and only attacking if I HAVE to. I get back, prepare my weapon and plan if needed, and take a MT with a broken chest into OR3, start dressing him up, and ALONG comes the CMO.
He orders me to put the tools that I am using on the table. I tell him to back off. He leaves. I continue the surgery. He comes back and flashes me and tries to cuff me AGAIN with improvised cuffs, while I am in surgery... and the dropship is coming up with xenos. I don't attack, I run out of the OR, but he follows and flashes me again, and again attempts to cuff me. I have had ENOUGH at this point.
I get up, hit him with my weapon, killing him. But I don't want him PERMANENTLY dead, I just want him GONE and don't have anything else that'll put him down quickly enough.
Here was my plan, and where I was stopped.
-Kill the CMO- Obvious...*1
-Dialyze him so that he can be revived- I stated my intent to revive the CMO, then dialyzed him, logs can show that.
-Put him under using surgical anesthetics- DS1 hits medbay at this time. I drag him back to OR3, get ready to put a tank on his back, and am PM'd by apop, which is where I stop.
-Defib him back to life.
-Heal him with my supplies.
-Drag him to an upper-deck escape pod and send him off when they launch.
In conclusion, yeah, I killed him. I tried several reasonable options to avoid conflict, did not resist being arrested, lost my temper BUT tried to correct it near-immediately, and AT THE TIME after my talk with zdashe, thought it was an acceptable IC response for further harassment.
I try to spend most of my rounds on CM helping people. I don't play to shoot at ayys, I play for the ability to be a good support and to help my allies. If you take that away, honestly, I'll keep playing, but it'll suck knowing I could have made a difference to someone else, and am not allowed to.
Request logs of the CMO's comms over medical after I was arrested, any/all of my logs from the round that are relevant, the conversation with zdashe, and anything else you think was pertinent.
*1-Additionally, I was told that the particular way I killed the CMO was bug abuse. I did not know this at the time, am not mentioning it, and will not do it again now that I know it's bug abuse (Not the killing part, the "general" way it was done).

My input is that the CMO was irritable the round, and Angelo was just going through his own routine that happened to conflict with the CMOs and created a petty conflict that escalated in the round. Angelo wasn't a dick and genuinely wanted to just work as a doctor.
I don't have an opinion about the 3-day ban, but I don't think he should have the jobban because the CMO was being openly hostile towards Angelo over the OR3 issue. I even remember the page of insults that is mentioned in the appeal. He was just trying to doctor, and the CMO was irritable and preventing him from doing that, so I feel that the frustration from a situation like that over a whole round warranted his reaction.

As the banning staff member, and someone who plays doctor/medic almost exclusively, here is what I have to say on the matter:
1. Nothing is more infuriating or annoying that shitters who take medical tools out of an OR and carry them on them. It's a shitty thing to do and a load bad RP to carry an entire set of surgical tools with you for no other reason than to deny others the ability to use the OR. Even if that's not your original intent, that's what happens. You are disabling an entire OR. Back on the Sulaco this was crippling. On the Almayer it's a little alleviated, but still an annoyance. Just, don't fucking do it.
2. Distributing medical supplies without authorization is AGAINST MARINE LAW. He was 100% in the right to complain at you for distributing supplies illegally, and could have had you arrested and demoted for that.
3. Again, you should NOT be carrying surgical tools on your person, especially if the CMO has made it obviously known he doesn't want you too. He may have been controlling of medbay, but that does not give you the right to disobey him. He again, would have been in the right to have you arrested/demoted at this point.
4. Zdashe, from what I understand told you it was an IC issue but did not confirm or give you any permission to kill the CMO (or anyone else). Even if you state "my intent is to break a rule" a Moderator can NOT give you permission to break said rule.
5. You Pre-meditated killing him, as you describe that you intentionally prepared a weapon to kill the CMO as a Doctor. Not only that, you planned to bring him back to live in a situation where he would have absolutly no recourse to take without admin assistance and essentially remove him from the round. That is JUST AS BAD AS KILLING HIM.
I do not even want to go in to not only how fucking shitty of a thing that is to do to another player or how disappointed I am that a former staff member thought that it would be an acceptable thing to do. Disobeying the CMOs orders (about carrying surgical tools)
Murdering the CMO with medical supplies.
Using his position as a doctor to attempt to Grief the CMO out of the round.
His entire plan, was to grief the CMO out of the round, and that is not acceptable.
Literally, he was about 20 seconds from a Permaban for trying to pull that shit.
CMO can be irritable if he wants, you still have to follow his orders. He has 100% authority over ALL medical operations on the ship. ( wiki/Chief_Medical_Officer )

In summary, Jroinc1's behavior seems to have been selfish and immature. He "claimed" an OR and its surgical tools without informing anyone about it, and later even threw said tools into disposals when arrested, and killed his superior because it seemed like he just didn't want to deal with him anymore and remove him from the round. I always had some degree of respect for older players and mentors, but after investigating this incident, it all went down the drain.
