The point here is that in a well-balanced team composition, more engineers would be carrying and using their magic light tool. Hell, if all engineers picked the all-claymore loadout, devs would likely introduce a chance for explosives to blow up when the carrier is shot. MEANT HUMOROUSLY
Pretty sure OP is aware of the existence of preferences in loadouts, too. I personally apologize for using the term "powergaming" in conjunction with the rail flashlight and not obviously marking it as being meant in jest.
