The point here is that in a well-balanced team composition, more engineers would be carrying and using their magic light tool. While I congratulate you on your effectiveness with the all-explodey-man-with-shotguns loadout, I doubt that it would boost marine winrates if all engineers were to utilize it, due to claymores' heavy reliance on the surprise factor and lack of minesweeping crushers.
Hell, if all engineers picked the all-claymore loadout, devs would likely introduce a chance for explosives to blow up when the carrier is shot. MEANT HUMOROUSLY

Pretty sure OP is aware of the existence of preferences in loadouts, too. I personally apologize for using the term "powergaming" in conjunction with the rail flashlight and not obviously marking it as being meant in jest.
