Say the M41A does 30 damage per bullet, and fires at a rate of once per second. That means for the shotgun to be equal, you'd need it to fire once every second, at thirty damage.
Take into account the shotgun holds 8 rounds, and the M41A 30. 30 damage times 30 bullets is like, 900 damage. Divide that by eight bullets and each bullet is supposed to do ~112 damage per shot. And to adjust the fire-rate for the shotgun to balance the fact it doesn't have enough bullets to fire for thirty seconds, you divide 30 by 8. equaling 3.75 (We'll round up to 4)
So, that means for the shotgun to be mathematically equal to the M41A in damage and fire-rate, it has to deal 112-ish units of damage, every 4-ish seconds.
Obviously this means the shotgun would be OP, as it deals more damage in a single shot, than a rifle, but hey! At least they are equal! The math really doesn't prove or support anything, as other things have to be taken into consideration for damage values.

I'd have to see what the damage numbers for the M41A and the shotgun are to provide more input. I think the shotgun should have a faster fire rate than it does currently, at the cost of like, ten damage or something. Right now the M41A can simply sustain more damage than the shotgun can, and if you are good, you can solo most aliens with an M41A. Shotgunners are kinda fucked in that department, which is kinda funny considering what a shotgun is.

A three round burst from a modern assault rifle has more stopping power than a blast from a shotgun. (I'll source it when I get home today.)

The M41 should have far more DPS and damage per magazine. That being said, the shotgun should be able to turn a T1 into smoldering green paste from one tile away.

Actually, yeah, that's a good question- Apophis, what's the shotgun's niche right now? What purpose does it serve that the other guns don't? Because it doesn't do appreciable enough damage at close range (shotgun niche), it doesn't fire one-handed (engineer/medic weapon niche), it doesn't outdo any of the specialist weapons at ANY range (B18 complement niche, compounded by the "one-handed" part), the M41A is superior in every way to it currently (regular marine niche)...

-1, how am I supossed to use my bayonet then at all? The shotgun is one of the only guns that actually allow use of the bayonet in combat, because you can get it into an "Empty" state as long as you shoot the current round, also, just bind the little crap, it's really simple.
Instead of this, upgrade damage to 1-shoot runners, remove the slugs so it makes sense on CQC instead of a magical short range bonus (Just changing the sprite and message).
The auto-fire is the last we actually need.

I'm running off of guesswork based on the damage I've been taking from friendly fire. The number is somewhere between 25 and 50, and I knew you adjusted it from 30, so I've been assuming it's ~40. That said, you really should mention what the updated number is. People can always test it in-game, but unless you want to have to deal with marines shooting each other so they can use a health scanner on each other... yeah. Bit of a mess.

They'd never be able to fully "determine" the actual numbers 100% by shooting each other. There's resistances, reductions, and such in the armor to make it impossible.

That still won't give you the actual numbers because depending where the round hits it could cause bone-damage, interal brute damage, etc. You can't control the gun to always hit the chest and not cause internal damage that would skew the numbers. But this topic is derailed, so denied.
