Not possible. As I said, cuffs and nests aren't compatible.
Not about compatibility. An example:
1. Xeno free a nested host
2. Pin and 'handcuff him'
3. Wait until re-nesting timer expires
4. Nest host
Rinse and repeat.

Host proceeds to ahelp and xeno proceeds to get either a xeno jobban or warning, same as those who try to abuse it the way it is now. You are also ignoring the fact that marines can trigger that timer when they release other marines ad xenos are forced to spam disarm to keep them down anyway.

Speaking more on that, what's the difference between xenos having to spam disarm and being able to pin someone down? The suggestion states there is a timer to put these "restraints" not "handcuffs" on, so during that time they are vulnerable to any other escaping marines. Same with having to spam disarm.

+1 Yes, just yes. This kind of fits with the lore of the movies, they don't swallow them whole, they drag them. And they probably cocoon them anyways so they can not escape. This is the perfect idea, at first I thought this was a suggestion for restraints to restrain xenos, but this is way better. +1 all the way because xenos are very weak and die in 4-5 gunshots. Ripperoni.

Killing hosts in general is counter intuitive to what you're doing as a xeno, which is expanding the hive. This suggestion helps to push the main objective. It is also helpful to the marines because xenos won't have to go in killing sprees due to "hugging and watching hosts taking too much time" as I've heard a few times.
While I don't necessarily disagree with that, there are many instances where it is far more appropriate to kill hosts than to infect them. The objective of the game, as far as xenos are concerned, is to kill all the humans via larvae or otherwise. I generally infect whenever possible just to have backup larvae to replenish members, but when you're fighting on the Sulaco, or have a huge offensive, there's nothing wrong with killing. It's a deathmatch, when it comes down to it.

I agree, if this were implemented, the restraint feature should be disabled for aliens since if you're on the Sulaco, its assumed you are there to finish the round.

Wont be original if say +1 for pin (after itll be balanced accordingly) but overall -1 for the whole idea. First of all proposed system not realistic at all and whats more important potentially overbuff xenos hard because you forgot that not only in Hive marines may be captured (and spammed until larva ready), just imagine the situation - hunter jumped on marine and put on 'cuffs'. Normally hunter need to place 2 huggers to stun marine but usually theres like 3\4 chance that marine will get up faster then aluem will do this due to the helmet breaking and clicks delay, lags, possible dangers nearby and so on. But if aluem need to click only once itll be 100% guaranteed permanent stun without any hope to run away for busted marine. And whats more important even if xenomorph wont be able to grip\drug captured host and he escape theres still zero problems for aluem because while marine will run without possibility to pick a gun or even knife cooldown for jump\spit will end already thus making infinite loop in favor of xenos.
I respect anger of all xeno players about small duration of tackling and hugger stun but all this moaning are pointless because its totally authentic and should be left like that. You have enough time to bring hugged host in Hive even if its far and you cant access tunnels due to lazy Hivelord or FOB-Hive due to lazy drones while tackling is pure and well balanced alternative to killing - you wanna new sister? Then make proper efforts for that. Dont wanna waste time? Just kill hosts but dont cry about Hive size. Seems legit for me.

Yeah, No. The aliens did not need something so gamebreaking as this. Whatsoever.
Gameplay > Lore.
