This is actually a good idea.
Right now when I'm a CO I oft select squads for deployment far more based on how many engineers they have, and even then engineers often just stay at the FoB instead of moving with the rest of the team.
Perhaps we can set it so we have a engineering squad of four or so engineers, and each original squad gets one 'technician' or something that has the basic tools to hack doors and blast open blast doors.

A combat engineer channel is not a bad idea. That being said, the intended gameplay for combat engineers does not support the idea of an entirely separate squad/group. They are meant to stick to their squad, not go off on their own. I will consider adding the separate comms channel but I am denying the idea of creating a sovereign group of engineers.
