TBH, Xur isn't that great of a player, or leader, or really anything. However he has been surrounded by competent people who can reliably keep each other safe, way back when BO's assigned squads and everyone stated off as "Standard" marines # 5 billion. I don't think I agree with what you just stated, Those competent players followed me because I am a good leader, granted my robustness differs from time to time, I have good moments and I have bad moments. What people dont seem to understand is that Ive made a name for myself BECAUSE I was good. Let me rephrase that. In a sea of incompetence you are a shining beacon of hope. However you've had some pretty hefty disobedience faults with you here and there. I've been rescued from some of the dome-hives on Lazarus so there is yet hope for the subdued marine...
As far as Xur goes, he seems to surround himself with good players, and failing that, he just plays solo, my observation.

Well, I've escaped from a xeno nest before. I shotgunned my way through the hive and as I shuffled my feet out the caves, to sweet freedom, I screamed and finally got chestbursted. Wasn't even mad.
