There is nothing above her controlling her and she's the only one accessing the console. So the point persists; what is stopping the Queen from not calling the Rasputin? And sure, it's frustrating and...? It's also frustrating as a Marine to have Command give you bad orders. Or an SL that doesn't follow the plan when Command is actually being good. When to board the Sulaco is one of the Queen's biggest decisions and the one that might most heavily determine the endgame. Removing that would just make Xenos far too strong and would also remove a lot of what separates a good Queen player from a bad Queen player.
It's an unbalanced mechanic that, again, puts marines always on the offensive and would only be another strong buff to the Xenos.
