That's a good idea. Perhaps instead of requiring elite, we should add a timer that grants you the opportunity once 15 minutes have passed.

Either that, or require either an elite T1, a mature T2 or a young T3. I could totally get behind this, although I would prefer my original suggestion

I have heard that the allowing of numbers to stay through evolutionary cycle is all we are going to do.

Numbers are static now, so this is half-resolved. We'll see how this works out, though I don't think xeno names will happen as they are supposed to be nameless antagonists.
