Add Larva to counting for Xenos Evolution slots.
Summary (a quick, 2-3 sentence summary):
Tie Xenos evolutions to total xenos. This means including Larva in that count.
Benefits (How this will benefit the server and game as a whole):
This will prevent the typical "10 xenos players, 30 larva, no one can evolve because the dead refuse to play xenos." Currently xenos get punished by no one wanting to play as the xenomorphs, and despite having a nursery filled with Mature Larva, can do nothing due to all the players either ghosting or playing marine.

-1, xenos don't need to have an entire hive made of nothing but T3s. Because that is what this would allow. Also, most of the time when there are a ton of spare larva, it's because of low server population.

Except for the rounds when there are 70 marines, and only 10 xenos players the entire round. Like during most highpop rounds.

Yes, sometimes that happens. But you know what also happens sometimes? 70 players online, only 40 ready up, the other 30 are there to take over all the larva.

I play xeno all the time, almost exclusively as queen, and I see a lot of problems with the current iteration of this idea. It would lead to too many t3's, no matter what the case. However, the problem that you're adressing does sort of need to be solved, and I'm here to offer a compromise. Why not half each larva count for 1/4th of a xeno, so having a load of excess larva (like in the situation with 30 xenos but 10 active, and 70 marines) leaves a bit more room for evolution. This would also prevent having an entire hive of t3's because not every larva would count as an extra xeno player.
