Snow storm on Ice Colony

Within 1 hour of a round, there is a RNG chance (45%) of a snowstorm happening, and gets more likely for each following hour. (More in details)

Make rounds go quicker(?), Immersion, and would make everything more spooky!
Details (Description of how you think this would work, the benefits, etc):
Within an hour of a round, there is a chance that a snow storm will happen (45%). If a snowstorm occurs it will only affect the above ground planetside parts of the map. The snowstorm will make everything blurry (as if you were wearing a welding mask) and would shorten your vision about 2-3 tiles. Xenos can see through this. For each following hour, the chance will go up by 10 percent. The snowstorm will end 30-60 minutes after it starts. A snowstorm can only happen two times in a round. Also,this could play during the snowstorm.
Implementation (Optional, if you have an idea how to implement it):
Implementing the RNG things, copy pasting the code from the welding mask, make it effect only one part of the map, you did it! (maybe)

I do believe that this is a duplicate, I remember seeing a post about it a few weeks ago. I don't believe it was rejected though, so you might want to post your differing ideas in the other thread to make it have a better chance of being accepted.
