Cannot build new APC in colony SMES

Bug Description: The APC in the SMES room on LV 624 was broken, we removed it to try and build a new one, but a notice came up that "there is already an APC in this area."

I think that has something to do with how APCs work. If you remove the APC in either the SMES room or the generator room on the colony on LV-624, the other one will become the area APC for the entire area of the engineering dome, and prevent you from building a new one. You don't need to remove the APC entirely to repair it though, just replace the frame once you've removed the wiring and the broken chip, then put a fresh power module in, and rewire it, and put the cell back. You'll have to flip the breaker back on after this though, and for that you need to either hack it(if colonist) or unlock it with an engineer ID.

This has been a thing since last year. Just don't remove the APC.
