Escape Maint.

Bug Description:
The maintenance hatches near the escape hall do not require maintenance access to use.

Steps to reproduce:
1.Be someone that normally has no maint access(PFC, Spec)
2.Use the maintenance hatches by escape.
3.Wonder at your access level, while all other maintenance doors do not let you open them.
