Add an encryption key printer to the XO's office and Cargo.
Summary (a quick, 2-3 sentence summary): If you late join a round as a marine, chances are your squad prep is all out of headsets, preventing you from accessing squad comms. An autolathe-esque machine can be added to the XO's office(suggested area circled in red and pictured below) that allows you to print off unlimited encryption keys. To prevent baldies from getting MP comms or what have you, it should be ID locked to MPs, BOs and above.
As suggested by NoahKirchner, Cargo should have an encryption key printer that prints out squad encryption keys only.
Benefits (How this will benefit the server and game as a whole): Late-join marines will no longer be without squad comms. Also if the CMO is having a lot of issues that require MPs, for example, you could print off an encryption key and give it to them so they can easily call for help without alerting the ne'er do well.

+1 for the CMO thing, would also possibly help those SL that need to command 2 squads, without having to give them a command headset

Just a small note: Encryption keys are basically set on certain frequencies so that the headset transmit and receive on those frequencies from what I understood.
I'm fine with having a machine that allows for presets AND custom frequencies to be added. +1

This would really help in cases where, say, only one SL is left and command wants to put everyone into a mega squad / merge two squads and needs them to be on the same comms.

Sounds like a huge waste of the XO's time to be honest. Having to insert your ID in the machine each time, select the appropriate squad channel, and do that for each baldie that latejoins... Even if you make batches of encription keys for all four squads, it still feels like a timewaster. And it isn't an appropriate work for the XO, to prepare stuff for the PFCs. That being said, adding such a machine to the Sulaco would be useful for RP, giving headsets to rescued survivors maybe, or the XO giving/removing radio access from some of their officers. A one quick use once in a while to tweaks thing around in a round could be nice, but having to produce a whole bunch of keys out of necessity, every round, would be terrible.

Going to say +1 it can be such a pain trying to get a headset freq card, only issue I can see with this is people powergaming it and getting all the encryption chips because why not. Maybe imposing some sort of limit to how many chips you can have in a single radio would be a nice fix
