More difficult beheading

Summary (a quick, 2-3 sentence summary):
To behead a marine xenos will require a tail attack of any power.

Benefits (How this will benefit the server and game as a whole):
With removal of cloning revival is the only hope. Ain't no reviving for beheaded marines. Beheading will also feel like something rare and badass and not regular.

Details (Description of how you think this would work, the benefits, etc):
Beheading only possible with tail attack with exception of ravager who would be able to cut off heads with claws.

Implementation (Optional, if you have an idea how to implement it):
If tail attack is final blow and body part aimed for head, marine will be beheaded.

Non-important/comment:
Alien player speaking here, i really expected a more powerful replacement for cloning. While removal of cloning is a step in the right direction it made things a bit unfair. Even if beheading will be difficult it will still be unfair, i'm just sure this idea will most likely be accepted. Hopefully marines will receive something more than just a defribrilator buff for a loss of such a big thing.

Maybe just raise the head decap threshold, it's pretty easy to just spam tail attacks on that poor marine

I tried to tail attack spam, most of my attacks ended up being claw slashes anyways.

+1, don't see why not, Queen gibbing makes it nigh impossible to clone someone, heal someone without cloning from queen gibing? ha ha... no.... so yeah if cloning is removed this isn't a bad balancing tweak (though im pretty sure it was proven marines use better tactics when they know they cant be cloned and less die as a whole, but hey)

+1, It makes ravagers more relevant, and means that young runner who juked you with a hugger has to use a good bit of plasma if it wants to decap you. Maybe the queen could decap without needing tail stabs as well?
