Summary (a quick, 2-3 sentence summary): Allow marines to pick either the green (LV) or the black (Ice) hats in their setup menu.

Benefits (How this will benefit the server and game as a whole): Allows for marines to have a bit more customization (like headbands) without only being able to wear one color on one map.

Details (Description of how you think this would work, the benefits, etc): Allows marines to select USCM cap (black) or USCM cap (green)

Implementation (Optional, if you have an idea how to implement it): A bit of coding, but the sprites are already there.

The USCM cap is something you can pick in the setup character menu that you spawn with. On ice colony it's the superior black version, on LV it's the fugly green version.
