Make shoulder holsters available to all marines

Summary (a quick, 2-3 sentence summary): Pretty much what it says on the tin. Add shoulder holsters to marine vendors and/or lockers. Or even the RO, for that matter.. just make them more available, is all.

Benefits (How this will benefit the server and game as a whole): Allows marines to have a backup to their backup weapon

Details (Description of how you think this would work, the benefits, etc): Additionally, there could be some drawbacks to this, such as having there be a delay to drawing your pistol, extending the suicide time, and even forcing marines to cock the M4A3 before they can use it. This could prevent the mass loss of hosts with xeno's.

Implementation (Optional, if you have an idea how to implement it): map modifications/vendor modifications/code modifications if drawbacks are used

We do not want all marines to have access to a shoulder holster. Only SLs have access to it, since they should always have access to a sidearm for protection, and that's unlikely to change. Denied.
