So as i understand it, as an Engineer you are to build autistic as fuck kickass tableforts and kick ass when you're done. To build and destroy requires that you carry many things with you and there's sometimes complications when you want to take this item but you're already full up, well wether it helps you out or not, here is what i personally take when i deploy as an Engineer and maybe, just maybe, you should try it too.
First off you'll want to grab your armor, uniform, satchel, boots, headset and helmet. Then take the following items from your Engineering vendor: http://prnt.sc/eeer69.
Place Webbing on your uniform (Duh) and inside the webbing place your grenade and plastic explosive. Insulated gloves on your hands, the satchel on your back because it makes your hitbox/sprite seriously smaller, multitool in the belt and the belt on your belt slot (You're an Engineer, don't you fucking dare put an ammo rig on there) Goggles on yer eyes and the radio key in your headset so you can ask MT's to gather metal to send down to you, the rest can then be placed in your bag along with a stack of plasteel and metal. Once that's done then head up to the weapon vendors and grab whatever makes your jooblies squibble, for the sake of this guide we'll be taking the M41A with four magazines, two AP (if applicable) and two standard. One magazine in the rifle, one in the pocket and two in your armour. Two bayonets and a flare pouch, one bayonet in your boots and cable the other one and attach to the rifle while the flare pouch goes in your other pocket. It's recommended to grab a sidearm since this loadout doesn't roll with a mag harness so i prefer to grab the magnum with two clips, one clip in the gun and the other clip in your last free webbing slot, gun in the satchel. Head to the hot food vendor and put two burritos on your helmet and grab a metal flask and vend two coffee's to fill said flask, attach it to your last free slot on your helmet. The coffee gives you a short boost in which it reduces the time you are stunned from tackles as you'll get up quicker and it even warms you up which is handy for Shice Colony, not actually sure if it makes you run faster though, i'll need to test that. Anyway try to get a rail light for your rifle and if you find a flashlight then just screwdriver it and slap it on yer gun, you could then ask for a stock if there's any left or if you feel like sitting back a bit more then grab an extended barrel and swap it for the bayo. Try to talk with the MT's to get you a industrial welder since it has twice as much fuel as the standard and then you're ready to go. This won't help everyone since not everyone rolls with the M4 so take this guide as loose as you want it, if it helped you find a nicer loadout then let me know and if you have a better loadout then also feel free to post it below.

Grabbing the flashlight, industrial welder and possibly a brown vest was part of the guide but had to be scrapped cause of the new access change.

I started grabbing welding helmets along with the industrial welder just so you can still wear sunglasses or eyepatches and shit, also the hugger protection, but that always gets you in the end so it wasn't the main reason for it.

Just carry it in your hands if they're free, or throw them onto your transport of choice and hope a standard doesn't pick them up during the ride down.

You can always open some out-of-the-way fire cabinet on the Sulaco and use its flashlight for mounting. Hell, even as a standard the entrance to lower-deck engineering usually has a few flashlights and a screwdriver accessible.
