Rasp unauthorized departure message triggering multiple times

Bug Description: It seems if the queen (empress in this reported case) spams the launch button for the rasp
it will trigger this message several times :

and worse the alarm sound triggers for each time the alert comes up at once.


Steps to reproduce:
1.Have the queen spam the launch button (I think)
2.Hear everyone in ghost chat complain about their ears
