I notice when i play CL of like the 13 times i've played, only once or twice have my messages been responded to

someone specially assigned to this (can't be regular staff because then they would be occupied, or maybe can be but main objective should be responding to the things) like a special role for staff, or just a special staff in general

Not really needed. Mods can respond to faxes and Admins can also give objectives and have the ability to spawn things. A staff whose sole job is to answer faxes will both find a rather boring position and a lack of tools to actually do anything besides put words on paper. Plus this has probably been suggested before.

...can mentors answer faxes? that seems like a cool idea, -1 for the suggestion however, this has been suggested and shot down before.

You want your papers responded to? Make yourself visible ingame and do someting beyond sendkng faxes saying HEY CL REPORTING IN.

Make your own RP, stop trying to be given it by staff
