Clarify that MPs are not allowed to have lethals during peacetime

Summary (a quick, 2-3 sentence summary): Per title

Benefits (How this will benefit the server and game as a whole):
-MPs can be called out on their blatant word bending
-Less accidents involving an MP who forgot he had a 9mm or .44 in his holster
-The guns in weapons lockers won't get lost because someone was told to put it back.
-MPs are held to a higher standard as non-Marine crew
-Less ahelps regarding the obvious

Details (Description of how you think this would work, the benefits, etc): Per title

Implementation (Optional, if you have an idea how to implement it): Changes made to Marine Law, and a reiteration made in the rules

MPs are allowed to carry handguns during peacetime.
>ALL NON-MARINE SULACO CREW (Doctors, Engineers, Cargo, MPs, Command, etc)
>Do not equip weapons larger than a pistol unless you are in imminent danger of a visible threat.

I proposed the rule before the revised rules went up so that MPs could carry handguns. They are not allowed to carry around shotguns and other large-caliber guns, but pistols and revolvers are completely acceptable.
