Summary (a quick, 2-3 sentence summary): Give the CL a box of pens and some toner cartridges.
Benefits (How this will benefit the server and game as a whole): Allows the CL to operate when someone steals his pen, properly do paperwork with other people, and be the paperwork voltron that everyone wants to be.
Details (Description of how you think this would work, the benefits, etc):Add a box of pens and some toner cartridges to the CL's office somewhere, so he's not always lending out his pen and getting it stolen when having people sign papers.
Implementation (Optional, if you have an idea how to implement it): Mapping, potentially coding if there isn't already a "box of pens" item.
